Procurement Optimization & Bid Management

• Conduct small to complex procurements to include major construction projects, rolling stock, technology systems, and professional services 
• Evaluate and write specifications and scope of work in cooperating with the end-users
• Develop bid solicitation documents, establish bidder lists, conduct public bid openings, tabulate bids, and chair proposal evaluation teams
• Perform outsourcing assessments and vendor selection
• Assist with reviewing proposal requirements and lead efforts to develop and write compelling, compliant, and responsive bids

• Policy and process development, improvement, and implementation 
• Ensure local, state, and federal compliance requirements are met
• Contract negotiation and preparation
• Asset lifecycle planning and investment prioritization
• Business specific projects or enterprise-wide initiatives
• Project planning and management from inception through bidding phase to project completion
